Personal Finance (Not Investing) • Tax exempt dividends on tax form?

I'm in the middle of doing taxes for a 90 year old relative. Using TurboTax I dutifully added her social security and interest income, then she also has a 1099-DIV on which there's a listing for "Tax Exempt Dividends." When I add that amount in, her taxable income goes way up. I tried loading the information on 1040.com and got the same result. I'm confused, aren't tax exempt dividends tax exempt?
