Personal Investments • Selling underperforming funds for tax loss harvesting

I am trying to figure out if I should sell my underperforming funds for tax loss harvesting or should I wait for this funds to come back. I bought them a couple years ago. At that time I didn't know what I was doing and i was just buying whatever that was doing well at that time. This was prior to me knowing about Bogleheads forum. I have learnt a lot from this site and I now only invest in the total stock market. I would appreciate any guidance and your opinions are highly appreciated.

These are the Tickers for those funds. They are all actively managed.

TAN expense ratio of 0.67. Down 55 %
ARKK expense ratio of 0.75%. Down 59%
ARKG expense ratio of 0.75% . Down 66%
QCLN expense ratio of 0.58% . Down 49%
PBW expense ratio of 0.66% Down 76%
VWIGX expense ratio of 0.42% Down 3.7%
Total loss is approx 11000 dollars.
Although this is approx 2% of my investment, It still hurt to see all the loss in my account. I was thinking of selling at least 3000 worth every year in order to reduce my taxable income until i sell all of them. Is this a good idea or should I just sell all of them at the same time?
