Investing - Theory, News & General • can indexes have low PE and low return for a long time?

I got into international index funds a while ago, seeing them as an opportunity with low PE, especially relative to US index funds.

That was about 3 years ago, since then the PE has continued to stay low and the international return negative.

I'm curious what the rest of the story was. Did international index funds generate positive earnings during that time period? How much? What happened to those earnings? Did they go to increase book value? Did they get paid out as dividends (some of them surely was)? Has yearly earnings been on an upward or downward trend?

Theres a lot more to the story that I would love to hear about. How would I even begin to get at that kind of information?
