Personal Finance (Not Investing) • Question: Best way to gift shares from TWROS to TWROS

My wife and I have a joint brokerage account and would like to gift some shares to my daughter's TWROS brokerage account with her husband.
I wonder if I can just give 4 times * up to 18K, and record details of transactions without filing form 709.
