Personal Finance (Not Investing) • 529 Marketplace Structure - Why not similar to Roth?

I've reviewed countless threads on here, and we all seem to wonder which platform or state has the best plan. I don't get it.

Structurally, why are 529s any more complicated than any other account?

Why can't I log in to Merrill Edge, open a 529, and buy SPY, just as I do with my taxable account, TIRA, ROTH, etc.?

Why is the marketplace structure for 529s different from HSAs, for example?

My guess is there is some sort of rule requiring a state to sponsor the plan. If it were up to me, I'd open it up to other players to offer a plan...
