Personal Investments • Portfolio review from Texas

I would like to get a portfolio review.
I would like to maximize my capital as I will leave it to my Alma Mater.
I am 74 years old, single, no dependents.
I live in Texas.
I think I have a pretty good risk tolerance. I never sold in 2000, 2008, 2020.
My Social Security is about 45K. No other income besides dividends.
My annual expenses excluding taxes are about 20K.
Federal Tax rate 16%.
No debt.
I do not have a house. I rent an apartment.

Total capital $11,600,000 made up as follow:

VTCIX Vanguard Tax Managed Capital Appreciation 49.8%
VTMSX Vanguard Tax Manged Small Cap 33.1%
VFIAX Vanguard 500 Index 3%
VTMGX Vanguard Developed Markets Index 0.45%
VSIAX Vanguard Small Cap Value 0.388%
Vanguard Federal Money Market Fund 0.13%

Traditional IRA account:

VVIAX Vanguard Value Index 7.6%
VSIAX Vanguard Small Cap Value 3.8%
VFIAX Vanguard 500 Index 2.5%
