Personal Investments • Gifting low basis stock or cash to children

If you wanted to make gifts to your children with no income (student in their 20's), would it make sense to give very low basis stock vs cash so they could sell it up to taxable income of $47K at a 0% capital gains tax rate? Assuming parents have significant long term capital gains in some concentrated stock.
